CONTRACTORS

Contractors are licensed and regulated by the Contractors State License Board (CSLB). The board handles complaints against contractors related to fraud, misrepresentation, failing to complete contracted work, failing to maintain required records, working without proper licensing, and withholding money from subcontractors or vendors.

The term "contractor" includes those individuals or firms that offer services to improve real property, including, but not limited to, home building, remodeling, room additions, swimming pools, painting, roofing, landscaping, plumbing, electrical, heating and air conditioning, and installation and repair of mobile homes. (See Business and Professions Code section 7026.)

Complaints can be filed in writing or online by using CSLB’s standard complaint form: http://www.cslb.ca.gov/Resources/FormsAndApplications/ConsumerComplaintForm.pdf. You may also request a complaint form by calling 1-800-321-CSLB (2752) or writing to P.O. Box 269116, Sacramento, CA 95827.

If you submit the complaint form online, you will still need to print the form, sign it, and send photocopies of contracts, canceled checks or other information pertinent to your complaint and mail it to one of the following addresses:

For complaints on work performed in the counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino and San Diego, send the complaint form to the Norwalk Intake/Mediation Center, 12501 East Imperial Highway, Suite 620, Norwalk, CA 90650.

For complaints on work performed in all other counties in California, send the complaint form to the Sacramento Intake/Mediation Center, P.O. Box 269116, Sacramento, CA 95826-9116.
